Focal point for USTRANSCOM staff mission-related military training and execution of USTRANSCOM's civilian development and training policies and procedures. Focal point for civilian personnel actions and documents, to include advising on Office of Personnel Management (OPM), Department of Defense (DOD) and Air Force requirements.
Provides oversight of USTRANSCOM and Transportation Component Commands' Transportation Working Capital Fund (TWCF) manpower resources. Manages the command's Joint Manpower Program (JMP). Develops policies, procedures, and practices for management of USTRANSCOM's manpower resources in accordance with Joint Staff and Service policies.
Provides manpower and personnel support to USTRANSCOM's military operations. Plans and integrates military and civilian human resource programs into command's strategic plans. Manages USTRANSCOM organizational effectiveness programs. Reviews and provides TCJ1 input to all matters on National Defense Policy and Joint Doctrine as it affects USTRANSCOM.
Responsible for day-to-day personnel management and personnel administrative services for all military assigned to the command. Responsible for day-to-day management and execution of command active duty Service-directed military personnel. Submits personnel reporting, including Joint Personnel Status Report, to the Chairman, Joint Chiefs of Staff.
Provides guidance for military and civilian joint Service awards and decorations. Manages all quality, team, special trophies and awards, and quarterly/annual recognition programs.
Provides administrative and human resource support to Colonel/Captain and General/Flag Officers for all military Services assigned to USTRANSCOM. Manage and track training requirements and submit senior officer nomination packages for command screening boards, pre-command training, and advanced development opportunities.
