PLANS AND PROGRAMS DIVISION

LTC John Thackston, USA - Division Chief

 MISSION
The Plans and Programs Division devises, develops, and integrates visionary intelligence programs supporting USTRANSCOM and its components. Intelligence planning functions include: coordinating development of intelligence annexes to USTRANSCOM Operations Plans, Operations Orders, and Execution Plans, intelligence contributions to exercise and contingency operations planning activity and the formulating of Directorate of Intelligence (TCJ2) goals, objectives, and supporting long-range operational architectures. Intelligence functional manager responsibilities include: coordination of all intelligence human resources activities relating to active component manpower actions, personnel training, professional development, and assignment, utilization and assignment of reserve component intelligence personnel, and the review and coordination on all joint service, and agency doctrine, and policy issues. Intelligence programming responsibilities include preparation and submission of annual programming submissions, documentation of annual budgets and spending plans, and execution of intelligence funds during each fiscal year. This division also acts as Command Foreign Disclosure Policy Officer, coordinating release of USTRANSCOM information to foreign governments.

Plans (TCJ2-PP)     Plans & Programs Branch-reviews and coordinates intelligence input to all Command policy documents, joint publications, regardless of their subject matter. This also includes coordination of functional memoranda of agreement with other Commander intelligence staffs and national intelligence agencies.

Programs (TCJ2-PR)     Intelligence Programs Branch-programs adequate resources to execute TCJ2 intelligence responsibilities, prepare annual budgets, and efficiently execute all fiscal matters within the Directorate.
