Strategy, Policy, Programs and Logistics Directorate

 MISSION
The Strategy, Policy, Programs, and Logistics Directorate is the center of the United States Transportation Command's strategic planning, logistics, and policy efforts. The Directorate is forward-looking, working to enhance the U.S. military's deployment and distribution capabilities. As part of USTRANSCOM, the Directorate measures its success by the service it provides to the American warfighter. Specifically, the USTC J5/4 Directorate is USTRANSCOM's focal point for future-facing initiatives, including strategic planning, force programming, policy development to ensure readiness and capability to meet current, projected, and emerging requirements. It is the hub for transportation initiatives including organizational developments, process enhancements, advocacy of key enablers, and system developments to advance global war fighting capabilities. The USTRANSCOM J5/4 Directorate coordinates with the Office of the Secretary of Defense, the Joint Staff, unified commands, component commands, other government agencies, and industry to enhance logistic support to the America's warfighters. The Directorate develops integrated business case analyses and strategies for the command. The Directorate is the center of the Command's coordinating review authority for development of joint doctrine and joint tactics, techniques, and procedures which enhance the nation's strategic transportation system. The Directorate is USTRANSCOM's lead for the Joint Requirement Oversight Council/Joint Warfighting Capability Assessment issues including advanced concepts of operations, technology development, and mobility modeling and analysis to develop and promote global mobility warfighting requirements. It is also the lead for the Joint Strategic Capabilities Plan and contingency planning guidance for airlift, sealift, and aerial refueling force apportionments.

 DIVISIONS

Deputy Director, Strategy, Policy, Programs and Logistics  (TCJ5/4-D).      The mission of the Deputy Director for Strategy, Policy, Programs, and Logistics Directorate is to serve as principal advisor to TCJ5/4 on all futures initiatives including strategic planning, logistical transformation, force programming, policy development, and operational traffic management policies and procedures. Coordinate all Distribution Process Owner (DPO) related issues/responsibilities. Works with Joint Staff, Office of the SECDEF, Defense Agencies, and DOD field activities to improve the overall efficiency, effectiveness, and interoperability of distribution-related activities, systems, and data.

Intermodal Programs and Infrastructure Division  (TCJ5/4-I).    The Intermodal Programs and Infrastructure Division is the command focal point for assessing and evaluating strategic mobility capabilities, long-range programs, requirements and priorities. Responsible for monitoring, assessing, and developing proactive national defense options to ensure DOD strategic lift capability based on trends in the civil sector and industrial base relative to air, sea and land transportation.

Logistic Sustainment Division   (TCJ5/4-L)     The Logistic Sustainment Division develops, assesses and implements deployment and distribution capability solutions with Combatant Commanders, Services, Agencies and others to improve forecasted accuracy. Optimizes transportation planning in joint distribution operations and increases time definite delivery of sustainment movements.

Policy and Doctrine Division  (TCJ5/4-P).    The Policy and Doctrine Division is responsible for reviewing, developing, and implementing joint and allied doctrine as well as transportation and traffic management policies. Engages with the joint transportation community to improve business processes for the worldwide movement of passengers, cargo, and personal property; codifying such processes in the Defense Transportation Regulation.

Resources and Transformation Division   (TCJ5/4-R).      The Resources and Transformation Division is responsible for overall efficiency and effectiveness of the directorate's day-to-day operation and overarching Change Management for the Command. Responsibilities include managing and overseeing the directorate's budgets and contracts, and is the Manager's Internal Control (MIC) and GAO Audit focal point.

Strategy and DPO Integration Division  (TCJ5/4-S).     The Strategy and DPO Integration Division coordinates strategy, measures performance, manages Distribution Process Owner (DPO) governance and develops concepts. We serve as the DOD focal point for the Commander as military co-lead for the Logistics Capability Portfolio Management and Deployment &; Distribution Capability Area Management.

Logistics Technology Integration Division   (TCJ5/4-T).     The Logistics Technology Integration Division is the command lead for Automatic Identification Technology (AIT) policy, initiatives, and implementation; Research, Development, Test, and Evaluation (RDT&E) and Joint Concept Development and Experimentation (JCD&E). USTRANSCOM is the DOD lead functional proponent for radio frequency identification (RFID) and related AIT in the DOD Supply Chain.
