| MISSION | |
| The Policy and Doctrine Division is responsible for reviewing, developing, and implementing joint and allied doctrine as well as transportation and traffic management policies. Engages with the joint transportation community to improve business processes for the worldwide movement of passengers, cargo, and personal property; codifying such processes in the Defense Transportation Regulation. Command focal point for agreements, Chemical, Biological, Radiological, and Nuclear issues, and Joint Strategic Documents, e.g. Unified Command Plan, and Guidance for Development of the Force. Manages the USTRANSCOM Security Cooperation program and serves as DOD Executive Agent for Customs and Border Clearance issues. | |

Doctrine and Command Agreements Branch - (TCJ5/4-PD) The Doctrine and Command Agreements Branch is responsible for coordinating joint and allied doctrine publications within the command and advocating for the doctrinally correct representation of strategic mobility, distribution, and the Defense Transportation System (DTS) capabilities within joint doctrine publications. Command lead for the Unified Command Plan (UCP), Forces For Unified Commands, National Security Strategy (NSS), National Defense Strategy (NDS), National Military Strategy (NMS), and the Guidance for Development of the Force (GDF) documents. Initiatives Branch - (TCJ5/4-PI) "Responsible for initiatives related to traffic management and movement of Personal Property, Arms Ammunition, & Explosives, and Foreign Military Sales (FMS) material. Functional lead for implementation of Defense Personal Property System (DPS). Participates in OSD reengineering efforts and studies impacting transportation and distribution policy. Functional co-chair of Source Systems review Board (SSRB) for Theater Distribution Management (TDM)." Transportation Policy Branch - (TCJ5/4-PT) The Transportation Policy Branch develops transportation/traffic management procedures, and Command policy guidance for effective and efficient worldwide delivery of cargo, passengers, and personal property within DTS. Focal point for DOD Directive (DODD) 4500.9 (Transportation and Traffic Management) and DODI 4500.57 (Transportation and Traffic Management Procedures). Develops and publishes the Defense Transportation Regulation (DTR); 4500.9-R, Passenger, Cargo, Mobility, Personal Property, DOD Customs, Intermodal Container Management, and Human Remains. | |
